Green-e® Energy Stakeholder Comment Period Open for Entergy Arkansas’ “Go ZERO” Product
Dear Green-e® Energy Stakeholders,
Entergy Arkansas is applying for Green-e® Energy Certification from Center for Resource Solutions for "Go ZERO", the electricity provider's newest utility green product in the state of Arkansas. Go ZERO, after receiving approval from the Arkansas Public Service Commission, is offering subscriptions to the electricity and renewable energy certificates (RECs) generated by the Chicot Solar, Searcy Solar, and Stuttgart Solar facilities. Go ZERO is offering three purchasing options to their customers, but Entergy Arkansas is only looking to Green-e® certify "Option 1" of Go ZERO. Go ZERO customers may elect to subscribe accounts to a minimum of 1 kW of available capacity and additional capacity in 1 kW increments, so this product offering meets the enrollment level specifications laid out in the Green-e® Renewable Energy Standard for Canada and the United States (the “Standard”).
Entergy Arkansas is seeking certification for Go ZERO, which meets the requirements outlined in the Standard and the Green-e® Energy Code of Conduct for Canada and the United States:
- New Renewables: Stuttgart Solar, Chicot Solar, and Searcy Solar (the facilities providing RECs for this product) came online in 2018, 2020 and 2021, respectively, meeting the threshold for new renewables.
- REC Tracking: The RECs generated from the facilities, as set forth in the Standard, will be tracked in NAR. Entergy Arkansas will then retire these RECs on behalf of Go ZERO customers, ensuring that RECs are not double-counted or used for RPS compliance.
- Verification Audit: Entergy Arkansas will follow standard Verification Audit procedures, including the use of a third-party auditor (or Certified Internal Auditor.)
- Marketing Compliance Review (MCR): Entergy Arkansas will be participating in the annual MCR where CRS staff confirms that Entergy Arkansas is not making false or misleading statements about their product and that they have made pricing, power, and contract disclosure to customers in a standardized format. In addition to the MCR, Entergy Arkansas is submitting the program marketing materials to CRS to review in advance of the program launch.
- RPS Requirements: Entergy Arkansas is not required to meet any state or federal Renewable Portfolio Standard (RPS) requirements, legislation, or settlement agreements.
This 21-day stakeholder comment process is your opportunity to weigh in on the product offering to make sure that the product meets your needs and expectations. Comments will be provided to the applicant and the Green-e Governance Board; the Board will review the application, comments, and responses, and consider whether to approve the application for certification of Entergy Arkansas' Go ZERO product as submitted or to suggest changes to the product.
